What We Offer

Our Strategic Advising service provides expert guidance to public sector clients navigating complex, large-scale transformation initiatives—such as enterprise system modernizations, ERP implementations, eligibility system upgrades, and organizational change programs. We partner with state agencies, universities, and other government entities to develop clear roadmaps, align stakeholders, assess risks and opportunities, build compelling business cases, and ensure transformations deliver measurable value, efficiency gains, and improved outcomes for citizens and operations. Drawing on deep experience in public sector challenges—including procurement strategies, vendor management, interoperability, and human-centered approaches—we help you make informed decisions, secure funding, mitigate risks, and successfully execute initiatives that stand the test of time.

In large, multi-year public sector transformation initiatives, demonstrating tangible, incremental progress is essential for maintaining stakeholder confidence, securing continued funding, and adapting to evolving priorities. At B3 Consulting Group, we implement a robust Product Management Framework that shifts delivery from traditional waterfall milestones to capability-focused, iterative releases—prioritizing the deployment of configured or constructed features that deliver measurable business value at regular intervals. By establishing cross-functional product teams, defining prioritized backlogs of user-centric capabilities, setting clear success metrics (e.g., adoption rates, process efficiency gains, cost avoidance, or outcome improvements), conducting regular demos and value reviews, and aligning releases with governance and procurement realities, we ensure visible progress, reduced risk through early validation, faster realization of benefits, and greater agility in complex environments such as enterprise modernizations, integrated eligibility systems, and ERP transitions.

Our Solution Design service brings together client subject matter experts, internal stakeholders, and trusted vendor partners to collaboratively architect innovative, tailored technology solutions for the most complex public sector business systems. We facilitate structured design workshops, requirements refinement, and solution modeling—focusing on modularity, interoperability, scalability, human-centered design, and alignment with strategic goals—to create robust, future-proof architectures that address unique challenges in areas such as enterprise modernization, integrated eligibility, ERP transitions, and shared services platforms. By blending deep domain knowledge with creative problem-solving and vendor ecosystem expertise, we deliver clear, actionable designs that accelerate implementation, minimize risks, maximize value, and ensure the resulting solutions are practical, sustainable, and truly transformative for government agencies and institutions.

Our Vendor Advocacy & Performance Management service positions us as a trusted partner and advocate for our public sector clients in their relationships with software and service vendors. We work side-by-side with client teams to clearly articulate needs, negotiate favorable terms, resolve issues, and ensure vendors deliver on commitments—while establishing robust, outcome-focused metrics and key performance indicator (KPI) frameworks tailored to the project's goals, such as delivery timelines, system quality, interoperability success, user adoption, and cost efficiency. Through proactive oversight, regular performance reviews, issue escalation, and data-driven accountability measures, we help clients maximize vendor value, mitigate risks, maintain project momentum, and achieve the strategic outcomes critical to large-scale transformations.
